One city, two counties: which offices handle your Frisco house
Frisco had an estimated 235,208 residents in 2024, according to the U.S. Census Bureau. The city spans two counties, Collin County and Denton County, and the county line sets which public offices touch your sale. Denton County notes that appraisal district boundaries have matched county boundaries since 2008, so the district that appraises your house also tells you its county. Search your address on both appraisal district sites if you are not sure.
| Task | Collin County side | Denton County side |
|---|---|---|
| Appraised value and exemptions | Collin Central Appraisal District | Denton Central Appraisal District |
| County tax office in Frisco | Collin County Tax Assessor-Collector, 6101 Frisco Square Blvd. | Denton County Tax Assessor-Collector, Frisco Government Center, 5533 FM 423 |
| Deeds and recorded liens | Collin County Clerk, McKinney | Denton County Clerk, Denton |
| Foreclosure sale notices | Collin County notice search | Denton County foreclosure sale search |
Both counties mail tax bills in October. The Collin County tax office says paying by January 31 avoids penalties, and the Denton County tax office treats taxes unpaid after January 31 of the following year as delinquent.
Behind on the mortgage? How a Frisco foreclosure notice reaches the public
A Texas foreclosure under a deed of trust follows Property Code section 51.002. For a home you live in, the servicer must first mail a default notice that gives you at least 20 days to cure. A notice of sale must then go out at least 21 days before the sale. It is posted at the courthouse and filed with the county clerk in each county where the property sits, and the county must post it on its website. Sales take place on the first Tuesday of the month, between 10 a.m. and 4 p.m.
Collin County runs a searchable notice list that shows the sale date, filing date and property type and can be filtered by city, Frisco included. Denton County's foreclosure page says its clerk only file-marks and keeps the notices. The substitute trustee named for each property runs the auction and answers questions about it. Denton County sales are held at the southwest corner of the Denton County Courts Building, 1450 E. McKinney St. in Denton.
If your Frisco address shows up on either list, call your servicer, and consider a HUD-approved housing counselor or a Texas real estate attorney. Our guide to selling a house to stop foreclosure in Texas explains the options in plain language.
Frisco code, permits and HOA paperwork that can follow a house to closing
Effective March 1, 2026, Frisco adopted the 2024 International Property Maintenance Code with local amendments. The city's Code Enforcement Division responds to vacant buildings, debris, tall vegetation, unsecured swimming pools and substandard or dangerous structures. Its common violations page sets a 12-inch limit on grass and weeds and says an unsafe structure may need to be demolished or secured from entry. Complaints about pools with poor upkeep or faulty gates go to Code Enforcement at 972-292-5302.
The same page lists the work that needs a building or fence permit: new construction, fences, room additions and alterations, remodels and roof repairs or replacements. The city asks people to report construction done without a permit to Frisco Building Inspections at (972) 292-5301.
Frisco has more than 200 homeowners associations, and the city keeps an HOA directory of management companies and board members. You will want that contact early. Under Property Code section 207.003, an association must deliver resale information no later than the 10th business day after it receives a written request from the owner, the buyer or the title company.
Frisco water service: the request has to be in writing
Frisco Utility Billing will not take start, stop or transfer requests over the phone. Every request to connect, disconnect or transfer service must be made in writing on the city's form, the Application to Transfer or Disconnect Service. The office is at City Hall, 6101 Frisco Square Blvd. Per the city's utility FAQ, new residential accounts pay a $150 deposit plus a $25 administrative fee, and deposits are refunded after 24 straight bills with no late or returned payments. Send the disconnect form once your sale date is set, and keep service on through the final walk-through.
