Dallas County or Collin County: check your Garland address
Garland had 250,431 residents in the Census Bureau's 2024 estimate. Most of the city is in Dallas County, and part of it crosses into Collin County. Before you list or sell, figure out which side your lot is on. That decides who values the house, who bills the county taxes and where the deed is recorded.
- Dallas County side: the Dallas Central Appraisal District sets the value. County taxes are paid to the Dallas County Tax Office. Deeds and liens are recorded by the Dallas County Clerk's Recording Division.
- Collin County side: the Collin Central Appraisal District sets the value. The Collin County Tax Assessor-Collector bills the county taxes. Deeds go to the Collin County Clerk's land recordings office.
To check, search your street address on DCAD first. If it does not come up, try Collin CAD. The Dallas County Tax Office publishes the list of cities it collects for, and Garland is not on it. So read your tax statement to see which collector bills the city's share, and ask your title company to pull a tax certificate before closing.
Garland's civil code enforcement and what it means for a sale
Garland changed how it handles code violations. After 90 days of education and outreach, the city moved code compliance to civil enforcement, effective September 1, 2026. If you own a Garland house with tall grass, junk in the yard or a building problem, expect the case to go through the city's new civil enforcement process. The city's announcement points owners to an informational brochure and to Code Compliance at 972-485-6400 with questions.
The same announcement mentions the Garland Cares Compliance Assistance Program. It connects residents with city resources, nonprofit partners and volunteers to help address code violations. You can apply online or call 972-205-2255. That can matter for an older owner, or for an heir who lives out of town and cannot get to the yard every week.
When you sell, an open code case does not disappear. Tell the buyer and the title company about it early. If the city has recorded anything against the property, it will usually need to be cleared before or at closing.
Shutting off Garland electric and water
The City of Garland provides both electric and water service, so one city office, Utility Customer Service, handles both accounts. Residential customers can cancel service online with the Customer Service Request Form, by calling 972-205-2671, or in person at 217 N. Fifth Street. Pick a stop date that leaves the power and water on through your final walkthrough.
The same page lists what a new account holder needs. Someone starting service in a house they bought may have to show proof of ownership. A tenant moving into a single-family rental needs the house registered with the city as a rental first. If you are selling a rental, have your registration paperwork ready, because a buyer who plans to keep renting will ask for it.
Selling a Garland rental with a tenant
Under Texas Property Code 24.004, an eviction is filed with the justice of the peace court for the precinct where the house sits. Dallas County has a justice of the peace office in Garland, JP 2-1 at 140 N. Garland Avenue. Its JP districts follow the constable precincts, and the county's site has a tool to find your district. For a house on the Collin County side, the county's justice courts page has an interactive precinct map. It also links to Guide and File, a free state program that builds eviction forms step by step.
A landlord usually has to give at least three days' written notice to vacate before filing, unless the lease sets a different period (Property Code 24.005). You do not have to finish an eviction to sell. Some owners sell with the tenant still in the house. Our post on the risks of a vacant rental in DFW covers what to weigh either way. If you have questions about your rights, Legal Aid of NorthWest Texas has a Dallas office.
When a foreclosure sale is on the calendar
Texas foreclosure auctions happen on the first Tuesday of the month, and the notice has to be posted and filed at least 21 days before (Property Code 51.002). For Dallas County homes, the County Clerk's foreclosure page explains where sales are held and how to search notices by sale date or city. For Collin County homes, look on the county's foreclosure notice site.
If you see your address on either list, call a HUD-approved counselor right away. The Dallas County Home Loan Counseling Center offers free foreclosure counseling in English and Spanish. Our page on stopping a foreclosure by selling walks through the timing.
