Corinth has its own rule for rental houses. Under the city's single-family rental rules (Code of Ordinances sections 150.200 to 150.203), a "rental unit" is a single-family home, duplex unit or townhome that the owner does not live in and that is rented or offered for rent. For those units:
- Every time a tenant moves out, the owner must apply for and receive a certificate of occupancy from the building official before the next tenant moves in. A first-time rental needs one too.
- The building official does the initial inspection within three working days of the application, and any reinspection within two working days of a request.
- If deficiencies turn up, the building official may block occupancy until they are fixed.
- Water cannot be connected for a new tenant until the certificate is issued. While the unit is vacant, the owner may connect water for maintenance only.
- Annual registration of the rental with the city is required.
This matters when a landlord decides to sell rather than re-rent after a tenant leaves. Re-renting means an inspection and possibly repairs before anyone can move in. A sale to a buyer who will live in the house is a different path, and you can weigh both before you call a contractor.
If you would rather repair and stay
Not every owner wants to sell. Corinth's code also sets up a Property Residential Enhancement Program (PREP) that helps homeowners pay for outside repairs. According to Chapter 150 of the code:
- The home must be a detached single-family or two-family house in city limits, at least five years old, and the applicant must have owned and lived in it as a principal residence for at least two years.
- Only exterior work qualifies, such as roofing, windows, exterior doors, siding and trim, gutters and drainage, fencing, driveways and weatherproofing paint. Purely cosmetic work and repairs covered by insurance do not.
- Grants are a 50% match. The city matches up to $5,000 for households at or below 80% of median family income under HUD limits, and up to $1,000 above that. The minimum request is $250.
- Only one grant every two fiscal years, awarded competitively at the city's discretion.
