  2. Hearing. If the order is not timely performed, the board holds a public hearing, with at least 15 days' notice to owners, and the board should make a diligent effort to discover each mortgagee and lienholder.
  3. City action and lien. If the board's order is not met, the city may vacate, secure, remove or demolish at its own expense and exert the lien created by Local Government Code 214.001.
  4. Appeal. An owner or lienholder appeals to the City Commission by giving the board written notice within three (3) days of the decision, then filing the appeal with the City Secretary within ten (10) days after that notice.

Overgrown lots follow a separate track. Under section 6.104, the city gives written notice, but weeds over eighteen (18) inches that the city deems an immediate hazard may be abated immediately with no notice. The expense is assessed on the lot, and section 6.105 says the statement is filed with the Navarro County Clerk, creating a privileged lien second only to tax liens and liens for street improvements.

Foreclosure notices and probate in Navarro County

Foreclosure.
