Houston is easy to inflate into a hundred city pages. We are not going to do that. This metro page says which counties the federal definition includes, points you at the Houston page we actually wrote, and tells you how to ask about a suburb that does not have a URL.

Ten counties in Bulletin 23-01

OMB Bulletin 23-01 titles the area Houston–Pasadena–The Woodlands. The counties are Austin, Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery, San Jacinto and Waller. Principal cities named in the bulletin include Houston, Pasadena, The Woodlands, Sugar Land, Conroe, Baytown, Galveston and Texas City. We have a full page for Houston only.

Harris County is the file for most of the city

The Comptroller's Harris County directory lists the appraisal district and the collection offices. A house in Fort Bend, Montgomery, Brazoria or Galveston County is a different district, a different clerk and a different tax bill. Houston's city limits are not the same shape as Harris County. Use the appraisal notice, not the mailing address on a magazine, to see which district values the house.

The protest deadline is Tax Code Section 41.44: May 15, or 30 days after the notice was delivered, whichever is later. That is state law. It applies in Pasadena and in Houston the same way.

Flood, subsidence and wind are underwriting facts

We are not going to quote a flood-map statistic. We will ask whether the house has flooded, whether you have an elevation certificate, and what your insurance costs. The seller's disclosure under Property Code Section 5.008 asks about flooding and previous fires on a one-unit home. Answer from what you know. Condos, rentals and land inside the metro

High-rise and mid-rise units follow the condo certificate. A small rental portfolio follows the multifamily page. A lot in Austin County or Waller County that is still in agricultural use should be checked against vacant land and the three-year additional tax in Tax Code Section 23.55.

How to use the rest of the site

Up one level is the Texas hub. The long city list is the Dallas–Fort Worth hub, and it does not include Houston suburbs. Do not look there for Katy or Pearland.

Fort Bend, Montgomery and the coastal counties

Sugar Land is in Fort Bend County. Conroe and The Woodlands are tied to Montgomery County. Galveston and Texas City are in Galveston County. Each has its own appraisal district. The Comptroller's county directory index is the way to find the office without guessing a URL. Coastal counties have wind and flood questions that a north-Texas house does not. Ask your agent what policy you actually have, and tell us if a claim is open. We will not invent a flood premium.

A house in Houston proper should start on the Houston city page, which is the long page. This metro page is the index around it. If you also own a rental, a condo, or a lot in one of the ten counties, use the situation page that matches the property type and put the Houston-area city in the form so we do not file it under Dallas–Fort Worth.

Why this page is short on suburb names

A page that repeated Houston's paragraph with Sugar Land typed in would not help you, and it would not be true. We have not researched a separate code chapter for each suburb. When we have, it becomes a city page. Until then, the honest offer is to look at the address you send and to tell you if we can make a number.

No. Those places are inside the Houston–Pasadena–The Woodlands metro. We publish a Houston page and this metro page.

Is Houston the same county as Pasadena?

Both are largely in Harris County, and Pasadena is its own city. The appraisal district follows the county. City limits and the county line are not the same boundary.

What if the house is in Galveston or Montgomery County?

Send the address. Those counties are in the OMB definition. We review them case by case. There is no Galveston city page on this site.

Does flood history have to be disclosed?

On a one-unit home, Section 5.008's notice asks about flooding. Answer from what you know, and mark unknown only when you do not know.
