When a Mineral Wells owner has died

- Palo Pinto County. Government Code chapter 25 lists no statutory county court for Palo Pinto County. Where a county has neither a statutory probate court nor a county court at law exercising original probate jurisdiction, Estates Code 32.002(a) gives the county court original jurisdiction. Tall grass notices and city liens
Chapter 42 of the Mineral Wells Code of Ordinances applies whether a lot is occupied or not.
- The limit (42-32): grass or weeds taller than 12 inches on average, including the strip between the property line and the curb, or the area ten feet behind the property line.
- The notice (42-34, 42-35): the owner gets seven days after written notice. One way the code allows is certified mail to the owner's address in the appraisal district records. A notice returned as refused or unclaimed still counts as delivered.
- Repeat problems (42-36): the 42-34 notice may also warn the owner, by regular mail and a posting on the property, about a repeat violation of the same kind that poses a danger to public health and safety. If one happens within a year of the notice, and the owner has not told the city in writing about an ownership change, the city may act without more notice and charge the cost to the property.
- The lien (42-38, 42-39): if the cost is not paid within 30 days after the statement, the city files it with the county clerk. The lien is second only to tax liens and street improvement liens and carries ten percent interest per year.

Water accounts and final bills
Section 90-53 of the city utility code covers deposits and billing for water, sewer and solid waste.
- No new account is opened in the name of a person or entity with a delinquent unpaid city utility account.
- When an account closes, the deposit is applied to the final bill. Any surplus is refunded, or the customer is billed for what is still owed.
- Bills are due at least 15 days after the billing date. The reminder notice also serves as notice of possible disconnection, on a date no less than ten days from the due date.
