A change of owner calls for a certificate of occupancy

River Oaks ties a city inspection to a change of ownership. Section 3.07.015 of the River Oaks code, Article 3.07 says the owner of an existing building, whether owner-occupied or rented, must get a certificate of occupancy before the building is occupied again after being vacant, and when ownership of the building changes.

The city's Water Department page adds that all properties may be subject to a Certificate of Occupancy Inspection if the city has not inspected the property within the last year.

Water accounts at River Oaks City Hall

River Oaks had 7,467 residents on July 1, 2025, in the Census Bureau's Vintage 2025 estimates (Census city and town tables). Water service is handled at City Hall, 4900 River Oaks Blvd., 817-626-5421. To open an account, the Water Department page asks for two forms: the Water Service Application and the Confidentiality Disclosure, which lets a customer request confidentiality under Section 182.052 of the Texas Utilities Code. Bring them to City Hall Monday through Thursday, 7:30 a.m. to 5:30 p.m., or Friday, 7:30 to 11:30 a.m., or email them. The page says requests are not valid until City staff approve them.

The same page posts forms for payment arrangements, disconnection of service and a bill delay for people 60 and older. It also warns that payments made through the DOXO website are not payments to the City of River Oaks.
