More than 90 days is allowed only if a detailed plan and time schedule submitted at the hearing establish that the work cannot reasonably be completed within 90 days because of its scope and complexity (3.05.007(b)).
  4. If the city does the work itself, the cost becomes a lien subordinate only to tax liens and existing special assessment liens, with interest of 10% per year from the date the work was performed (3.05.011(d) and (f)).

Section 3.05.011(e) says no utility service, building permit or certificate of occupancy will be allowed on the property until that assessment is paid and the city releases the lien.
