Water and sewer billing when the house changes hands

The same page explains how sewer is billed. For existing residential customers, the city looks at water use in November, December, January and February, drops the single highest month and averages the other three. That winter average sets the sewer charge for the next 12 months. A new customer without a winter average is billed on the system average until one is set.
