One county, three desks
Addison had 17,257 residents in the Census Bureau's 2024 population estimate, and the Census places the whole town in Dallas County. That keeps a sale's paperwork inside one county. Three county desks matter:
- Value and exemptions. The Dallas Central Appraisal District appraises property for the 61 local governing bodies in Dallas County. Pull up your account there to check the owner name, the legal description and any homestead exemption before you sign a contract.
- Tax bills. The Dallas County Tax Office lists Addison among the cities whose property taxes it collects under contract. It sits in the Records Building at 500 Elm Street, Suite 3300, and answers at (214) 653-7811. Your statement names every unit that taxes the house.
- Deeds and liens. The County Clerk's Recording Division, 500 Elm Street, Suite 2100, records deeds, liens and releases of lien. The appraisal district's own site says title research should be done at the appropriate County Clerk's office.
Think the value on your notice is too high? Under Tax Code section 41.44, the written notice of protest is filed with the appraisal review board, and that board hears it (Tax Code ch. 41). The appraisal district's site links its uFILE online protest system and an informal review process. A CPA or a Texas real estate attorney can tell you how a protest or an exemption plays into a sale.
Renting the house out: Addison's registration program
Addison runs a Rental and Lodging Registration and Inspection Program. The town's page names single-family homes, townhomes, duplexes and condominiums along with apartments and hotels. It also says a home that is fully or partly owner-occupied still counts as a rental if it is leased, or intended to be leased, to another person.
- Registration runs from January 1 to March 1 each year.
- The page lists $115 per unit for the annual registration of a residential rental dwelling.
- Single-family rentals receive both an exterior and an interior inspection.
The page does not say what happens to a registration when the house sells, so ask Neighborhood Services at 972-450-2880 before closing. If a tenant has to leave, an eviction suit is filed in the justice court for the precinct where the house sits (Property Code sections 24.004 and 24.0041). Dallas County's justice of the peace page links a map to find your district and notes that the justice districts match the constable precincts. Our post on vacant rental risks covers the months between tenants.
Water, sewer and trash on one application
The town's Utilities page says one Water Service Application takes care of water, sewer and trash service. It has to be submitted at least 24 hours before service is needed, and the residential deposit is $50, added to the first bill. The page explains how to start service but says nothing about ending it, so call Utility Billing at 972-450-7081 and ask how to close or transfer your account before the deed changes hands. Our checklist on utilities in a vacant house explains which services to keep running while the home sits empty.
Code compliance before you sell
Addison's Code Compliance Division handles nuisance problems such as high weeds and grass, dumping on undeveloped property, graffiti and illegal signs. Its page says the town inspects property for compliance with the International Property Maintenance Code and asks residents to report problems through the FixIt app. The division works out of the Addison Service Center at 16801 Westgrove Drive. If a notice is open on your house, ask the division where the case stands and whether anything is owed before you pick a closing date.
When a foreclosure notice is posted
Texas trustee sales happen on the first Tuesday of the month, and the notice must go up at least 21 days before (Property Code section 51.002). The County Clerk's foreclosure page sorts posted notices by city and by month, so an Addison owner can look for their own file. Sales take place on the north side of the George Allen Courts Building, facing 600 Commerce Street. The clerk's staff do not run the sales, and the page tells owners to contact the lender if a property was posted in error.
The county's Home Loan Counseling Center is a HUD-approved counseling agency. Its page lists loss mitigation and foreclosure counseling and says counseling is offered in English and Spanish and is free of charge to anyone interested in home ownership. The number is (214) 819-6060. Our page on selling to stop a foreclosure walks through the timeline.
