Hurst rental registration and the short-term rental ban
Hurst had 39,500 residents in the Census Bureau's 2024 estimate (population totals for cities and towns). If the house you are selling is a rental, the city's rental property registration page sets rules every landlord-seller should know:
- Short-term rentals are not permitted in the City of Hurst.
- Every residential rental unit must be registered each year by January 31.
- The registration fee is $10.00 per rental unit, and the inspection fee is $50.00 per rental unit.
- An inspection is required for a newly registered rental and for an existing rental when the tenants change.
The program comes from Ordinance No. 2047 and is run by Building Inspections at 1505 Precinct Line Road, 817.788.7088. If your rental is empty because a tenant left, the next tenant triggers an inspection. That is one more thing to weigh when you decide whether to re-lease or sell.
Selling with a tenant who will not leave
If a tenant stops paying or will not leave, Texas law sets the order of steps. Property Code section 24.005 requires at least three days' written notice to vacate before the landlord files, unless the lease sets a different period. Section 24.0041 says the eviction suit must be brought in the justice precinct where the property is located, and the county's justice of the peace precinct map shows the boundaries.
Tarrant County's Precinct 3 Justice Court keeps a Hurst location at 645 Grapevine Hwy., Suite 220. Its court page lists a $54 filing fee for civil suits, a constable service fee of $90 for a citation and $180 for a writ, and says businesses filing evictions or debt claims must use e-filing. A county repair program Hurst helps fund
Not every Hurst seller is a landlord. If you live in the house and cannot afford a big repair, the city points owners to the HOME Owner Rehabilitation Program. Tarrant County runs it for county residents outside Fort Worth, Arlington and Grand Prairie, using federal CDBG and HOME funds, and the City of Hurst adds a match toward the repairs.
Covered work is foundation, roof, plumbing, electrical and weatherization. To qualify, household income must be below HUD limits, you must own the home and have lived there at least one year, there can be no more than two liens on the property, and you must meet at least one more test: disabled and receiving Social Security Disability, 62 or older, or a family with dependent children under 18 living at home. Ending Hurst water, trash and recycling
Hurst's Utility Billing department bills water, wastewater, sanitation and recycling for more than 12,000 accounts. Garbage and recycling come from Republic Services under a city contract, billed together with water and wastewater. The department posts a Cancel Service Request Form for ending service, and the office is at 1505 Precinct Line Road, open Monday through Friday from 8 a.m. to 5 p.m., 817-788-7040.
Bills can also be paid in cash, check or money order at Fidelity Express retail locations, but those payments do not post until the next business day. If the water at a house you are selling is scheduled to be turned off, or already is, the city advises calling that number to discuss your options.
